Lol it’s okay, I shall try to clear things up! The original concept was very vague, so maybe this may make things easier!
Most regular citizens actually do not breed, instead they help orphanages or other Kuros to raise young. Breeding is usually granted to those that have proven their strength in fights, or some can be granted contracts for political purposes, or can be rewards for deeds. The rewarded breeding contracts can only be given by the King/Queen, or the Mahourian Brothers and Sisters.
Regular citizens wanting their own offspring usually gain breeding contracts via the Mahourian temples. The priests and priestesses are the ones that decide wether the Kuros is worthy of producing offspring. Those that are very loyal to the people, are active in war efforts in some way (making armor, participating in war strategy, are doctors/nurses, etc), are often granted breeding rights, but rarely with other warriors and often it’s of the same breed. These kinds of contracts aren’t really seen as honorable all that much, but simply a means of having blood-related offspring. The contracts won in tournaments are much more celebrated.
