You said Elaida kept the remaining wing membrane of her lost wing. So do dragons that have amputated wings typically remove all of the webbing and just leave a stub of the wing “arm” (I guess that’s what you’d call that part? idk)?

It can be seen as unkempt or lazy instead of admiring like most scars. The membrane eventually shrivels up, but it looks really nasty while it happens sometimes. The loss of a wing can be seen as a great sacrifice in battle more often than not, unless you’re not a warrior or a known good fighter. Then it would make you look clumsy and a poor fighter. To the public, Elaida was respected but to those who really knew her, the few who did, saw it as a sign of her withering mental state.

Most dragons will have the rest of the membrane cut away or cared for to ensure it stays alive (if they don’t want prosthetics).
